Definitely not lanterns Wilhelm . Looks to me like the TR-3B , which might explain the lack of national coverage . ie , it's one of yours !

My question would then be, why would a piece of military machinery be hovering in the sky, performing some very weird motion? That doesn't look like it serves any military application. Too bad the video isn't longer, and better quality.

That vid looked legit and as for the focus, cameras do that when an object moves in dim light. The focal point is trying to compensate focus so it can fix properly on the scene. I took a night snap of the full moon thursday and my 12 mp camera failed to focus even though it looked focused in the view finder. I wanted to get shots of a jet with contrails flying next to the moon so snapped several pics. By the way city dwellers, the moon was extremely bright the last few nights if your able to see it from outside the city.

As for why a sighting would remain in the sky, it wants to be seen if not tasking for some reason. It could be watching someone or some place of interest.

Well , if this is a Project BB thing then this may be a case of tightening the nut if you know what i mean .
